William Shepherd is an associate in Best Best & Krieger LLP’s Municipal and Special Districts practice groups in the San Diego office. Billy focuses on municipal and public entity representation.
 
While attending the University of San Diego School of Law, Billy worked as a law clerk for the City Attorney’s Office in Carlsbad. He also interned for the San Diego City Attorney’s Office, Civil Division. Billy participated in the USD Energy Law Clinic focusing on Community Choice Aggregation, and served as Articles Editor for the San Diego Journal of Climate and Energy Law. Billy emphasized taking land use and property courses, and earned the Irvin J. Kahn award for outstanding achievement in property law courses at USD.
 
Prior to law school, Billy attended the University of California, Santa Barbara. He earned a bachelor’s degree in environmental studies, focusing on environmental and land use law and policy. While at UCSB, he interned with the Environmental Defense Center, advocating for local environmental policies.
 
Billy is an active volunteer with the San Diego Chapter of the Surfrider Foundation and enjoys surfing in his free time.
