

Assistant Director of Government Affairs
Christopher Keosian
As Assistant Director of Government Affairs and member of Best Best & Krieger’s (BBK) Environmental Law & Natural Resources practice, Christopher Keosian focuses on legislative and regulatory developments affecting municipalities and special districts. Specifically, Chris’ work concentrates on water quality and infrastructure, drought resilience, wastewater recycling, conservation, sustainability, and securing federal funding for clients in California and throughout the country. Chris’ accomplishments at BBK include playing an instrumental role in securing hundreds of millions of dollars in federal funding for infrastructure solutions to address cross-border water pollution.
Chris joined BBK in November 2023 after gaining significant government experience as Operations Director for former U.S. Representative Barbara J. Lee of California. In this role, Chris developed and maintained extensive working relationships for Representative Lee’s office in coordination with The White House, congressional leadership, committee and policy staff, cabinet-level officials and agencies, California statewide and local elected officials, advocacy organizations, non-governmental organizations (NGOs) and members of the press.
Prior to his work with Representative Lee, Chris gained valuable experience as a trip lead and advance lead on the national traveling staff for the Presidential Campaigns of former Vice President Kamala Harris, former U.S. Secretary of Transportation Pete Buttigieg, and U.S. Representative Eric Swalwell. He also previously served as Special Assistant and Legislative Correspondent in Representative Swalwell’s Washington D.C. office. Foreshadowing his work representing municipalities before the federal government at BBK, Chris served as the Student Liaison to the College Park City Council during his time at the University of Maryland, where he represented 28,000 of his undergraduate peers before the City Council.
Outside of work, Chris is a passionate cyclist and bicycle racer, skier, hiker, camper and explorer of public lands. He also enjoys cooking, rec-league ice hockey, landscaping, DIY home improvements, supporting the University of Maryland basketball team, and being a dog dad to his adopted german shepard, golden retriever, and lab mix, Lily. In 2012, Chris was recognized as an Eagle Scout by the Boy Scouts of America, a level achieved by only four percent of scouts.
