Eight BB&K Attorneys Promoted to Partner

Best Best & Krieger LLP is pleased to announce the addition of eight new attorneys to the firm’s partnership, effective Jan. 1. The new partners represent a wide-range of practice areas and have proven records of providing superior client service. BB&K’s new partners:
Ryan Baron provides strategic counsel to clients throughout California and the U.S. on utilities regulation, administrative law, environmental law and public agency governance matters. He is a member of the firm’s Environmental Law & Natural Resources practice group, based in Irvine.
Sarah Foley represents public and private entities in water rights and water supply planning matters and assists with water litigation and transfers, water rights opinions and reporting, and compliance with the Sustainable Groundwater Management Act. Sarah is a member of the firm’s Environmental Law & Natural Resources practice group and is based in Los Angeles.
Elizabeth Han represents private and public employers in lawsuits regarding discrimination, harassment, retaliation, breach of contract and wage and hour violations, among other employment claims. She is in the firm’s Labor & Employment practice group based in Riverside.
Lutfi Kharuf works with clients on compliance with Proposition 218 and 26, rate setting and issuing bonds. Lutfi is part of the firm’s Special Districts and Public Finance practice groups, and is based in San Diego.
HongDao Nguyen assists public clients in transactional and litigation matters concerning municipal government, with a focus on land use and public records law. A member of the Municipal Law practice group, she serves as assistant city attorney for the cities of Stanton, Aliso Viejo and Lake Forest, and as a deputy city attorney for the City of San Clemente. She is based in Irvine.
Nora O’Brien serves as bond, special and disclosure counsel for a variety of public finance transactions. She is a member of the Public Finance practice group and is based in San Diego.
Mrunal Shah represents public agencies throughout the State of California as bond, special and disclosure counsel for a variety of public finance transactions, with extensive experience in financing land secured and green financings. She is a member of the Public Finance practice group and is based in Riverside.
Kevin Wang’s practice concentrates on all aspects of public contracting with a focus on public works construction and infrastructure construction law. Kevin is a member of the Municipal Law practice group and is based in Sacramento.
In addition to the promotions, BB&K Partner Nancy Park, a real estate, finance and business attorney and the Sacramento office managing partner, is now also the Business practice group leader, following Partner Howard Golds’ serving that role for 6 years.

The firm gained an unprecedented six new cities to serve as city attorney: Albany, Artesia, Hawaiian Gardens, Palm Springs, Pomona and St. Helena.

The ARC: Advanced Records Center team grew in response to client demand for California Public Records Act-related services.

As cities and public agencies grapple with some of today’s most difficult challenges, the firm added additional attorneys and staff to support them in the areas of Comprehensive Code Enforcement, housing, cannabis ordinances, Telecommunications and Water law, including the ramping up of the Sustainable Groundwater Management Act and water quality issues, such as Clean Water Act litigation and PFAS regulation response.
BB&K attorneys were continually recognized as leaders in their fields by news organizations and legal and industry groups. These include the California Lawyers Association’s Public Law Section naming Partner John Brown the Ronald M. George Public Lawyer of the Year and Law360 recognizing Managing Partner Eric Garner as an Environmental Law MVP.
