BBK Named City Attorney of Beasley, Texas
Appointment Further Signifies BBK’s Growth Across the State
Of Counsel Derra Leigh Purnell, a member of BBK’s Municipal Law practice group, has advised Beasley on a variety of projects since 2017, and Beasley City Council formally approved the firm to advise as general counsel at its February meeting.
“I am thankful for my longstanding relationship with Beasley, and I look forward to representing them as city attorney,” Purnell said.
While numerous BBK attorneys represent clients located or working in Texas, Beasley is the firm’s first municipal general counsel client in the state. The firm will provide Beasley with a range of general and special counsel services.

BBK’s Municipal Law practice group is widely regarded as a leader in the field. The practice, established at the firm’s inception in 1891, represents nearly 250 cities and counties across the nation. BBK’s attorneys advise on all matters involving city services, operations, administration and regulation.
Purnell, who is based in Houston, advises local government clients across the nation on federal procurement and telecommunications. She also advises her Texas clients on affordable housing projects, state procurement, land use and development issues. She is particularly well-versed in ICC code compliance, public-private partnership agreements, procurement law, small cell node regulation and CDBG-funded projects. In addition to experience acting as general counsel for municipalities and special districts, Purnell has assisted many municipal clients with comprehensive updates to their land development regulations, including subdivision regulation, building/construction codes, zoning regulation and water/wastewater impact fees. She has a wealth of public service and corporate experience, which affords her a deep understanding of her clients’ range of complex legal needs.
