Best Best & Krieger Promotes Five Attorneys to Partner
2023 Promotions and Re-elections to the Executive Committee
The law firm of Best Best & Krieger LLP has elevated firm attorneys Christine Chacon, Guillermo Frias, Ryan Guiboa, Victoria “Tori” Hester and Ward Simmons to partner, effective Jan. 1, 2023. In addition, BBK Partners Jeff Ballinger, Elizabeth Hull and Charity Schiller have been re-elected to the Executive Committee, each for two-year terms.

Chacon practices in probate and trust administration, and estate planning. She has extensive estate planning experience in trusts, wills, powers of attorney and health care directives. Chacon is a member of BBK’s Business practice group and represents individuals at every phase of life, including trustees, professional fiduciaries, beneficiaries and families.
Frias is a member of BBK’s Municipal and Environmental Law & Natural Resources Practice Groups. He has extensive litigation experience, which gives him the requisite perspective for providing the creative and strategic legal advice often needed to resolve disputes without resorting to the courts. In representing public agencies, business entities and individual entrepreneurs, Frias works on highly complex cutting-edge legal issues in areas such as eminent domain; inverse condemnation; municipal law; CEQA; validation actions; and real estate, contract and commercial disputes.
Guiboa is a member of the Municipal Law Practice Group at Best Best & Krieger. His practice broadly encompasses providing advisory, transactional and litigation advice to private and public agency clients. He is also a member of the firm’s Government Policy & Public Integrity Practice Group and has extensive experience in advising clients on the Brown Act and Political Reform Act.
Hester leads BBK’s Government Policy and Public Integrity Group and routinely advises public agency clients about their ethical duties, including how to address potential conflicts of interest under the Political Reform Act and Government Code Section 1090. Hester also provides trainings to public agency clients and assists city attorneys in providing advice about ethics and conflict of interest to their clients.
Simmons provides general counsel services to public agencies. He is a member of the Environmental Law & Natural Resources Practice Group at Best Best & Krieger and his practice emphasizes environmental law work, with a focus on helping clients navigate the complex and often-changing state and federal endangered species acts.
